REGISTRATION POLICY

1. Hong Kong Debate Open accepts both institution-based (universities and high schools) teams and “open teams”. “Open Teams” refer to those comprising two individuals who form a BP Debate Team not affiliated to any educational institution.



2. Tournament Capacity : 80 teams

3. The N minus 1 Rule (N-1) Adjudicator Requirement applies to institutional teams. That is, for institutions which send 1 team, there is no need to bring 1 Accompanying Adjudicator.  But when an institution registers 2 teams, it would have to register 1 Accompanying Adjudicator.  For an institution registering 3 teams, 2 Accompanying Adjudicators will have to register and judge at our event.  Failure to adhere to this N-1 Rule may result in teams from that institutions not being allowed to “break” or having one of its teams being broken up to provide the required Accompanying Adjudicators.



“Open Teams” are not subject to the N-1 Rule.

4.  Each Institution is allowed to register 3 Teams in Phase 1 of the Registration Period.  If, upon the closure of Phase 1 closes, the Tournament has not reached its capacity of 80 teams, we will open registration of Team 4, 5 and 6, from any Institution, after admitting the teams on the Waiting List..

Registration fee

a) For debaters: 80 USD (excluding hotel, including meals)

b) For adjudicators: 80 USD (excluding hotel, including meals)

c) For observers: 160 USD (excluding hotel, including meals)



Phase 1: Registration


Registration Period: 26th June - 31st July 2013

During the registration period, all institutions and teams are allowed to register, with each institution eligible to register up to three teams. If you wish to do so, you may also indicate whether you would like place up to 3 more teams on the Waiting List. Teams will be allocated on a first-come-first-serve basis. For teams which are the first institution (or, for “open teams”, one of the two members) to register from their country, but are not in the first 80 teams to do so will immediately be allocated a place over other teams.



Institutions that have successfully registered will be notified by the Convenor by email.



Independent judges may register during Phase 1 as well. Independent adjudicators will be notified of their success by 15th September 2013



Team slots will be allocated to those on the Waiting List on 10th September 2013. If there are still slots remaining, the Registration Team will make additional allocation announcements on 1st October 2013 and 11th October 2013



Phase 2: Payment


Institutions/teams/independent adjudicators-without-subsidies accepted during the main round have to pay the full fees for the tournament by 31st August 2013. If there are difficulties, please contact the organizing committee.



Institutions/teams/independent adjudicators accepted from the First Waiting List have to pay the registration fee between 10th September 2013 and 20th September 2013.



Institutions/teams/independent adjudicators accepted from the Second Waiting List have to pay the registration fee between 1st October 2013 and 10th October 2013.

 

Institutions/teams/independent adjudicators accepted for the remaining slots must pay the registration fee between 11th October 2013 and 20th October 2013.

Failure to do so will result in the teams/adjudicators losing their spots in the confirmed list and demoted to the Waiting List below every other team.

Please arrange to pay your registration fees by Telegraphic Bank Transfer (for international teams)/ Local Bank Transfer (Hong Kong teams). All transaction/conversion charges must be accepted by the payee.

Remarks on Payment



1. Please note that you will have to pay for all the bank transaction fees and any other bank charges. Failure to do so may result in loss of team slots or judging privilege.



2. After finalizing the payments, please send a Scanned Copy of the Receipt or the Telegraphic Bank Transfer Form to the e-mail: hkdo2013@gmail.com



3. Please describe the Purpose of the Payment in the Telegraphic Bank Transfer Form under “Description” to say “Payment of Registration Fees from ___ (name of institution/open team name) for ___ Debaters/Adjudicator/Independent Adjudicator for the 4th HKDO 2013.”



4. Upon receiving your Registration Fees and the above document we will send you an e-mail confirmation.
